Foundation takes lead in city forestation: Over 1,300 plantings, more to go


Woodland was carved out of an oak forest. The settlement, first known as Yolo City, sat atop a wooded highland above winter floods. That was the 1850s. In 1997 the City of Woodland adopted a flag that features a dominant silhouette of a heritage Quercus lobata, the majestic Valley Oak. It is the symbol of our City of Trees.

As the oak reigns above many species in our urban forest today, there are many individuals who have captured the spirit of Johnny Appleseed and desire to expand the growth. And there is one organization that is taking charge of harnessing that energy, the nonprofit Woodland Tree Foundation. That organization has filled a gap created by the abandonment of the City of Woodland Tree Commission almost a decade ago. Their motto is “Building Community Through Canopy.”

Recall effort is officially over


As first reported by the Woodland Record on November 3, the end of a local recall effort has come.

According to a confidential source, the actual deadline to turn in signatures and recall documents for four WJUSD trustees is today, November 11. The recall committee decided not to pursue the last signatures since the effort was down to such a few people. Carol Souza Cole, Bill Beerman, Rosario Ruiz-Dark and Elaine Lytle were the subjects of the recall because of their approval to purchase the Blue Shield building for administrative offices.

The unnamed committee member said, "There have been so many people dedicated to this effort, they all deserve a big thank you. Although we did not succeed in recalling the trustees, we did open the eyes of the community a little."
Courthouse: Xanadu spin v. parking reality
State courthouse construction standards state that access to public parking can be within a three- to five-minute walk from the facilities. This map shows the large area in which parking is acceptable at the existing courthouse. The Judicial Council budget of nearly $173 million includes surface parking for 420 spaces. Let’s start with reality. The almost $173 million state budget for the New Woodland Courthouse includes parking for 420 parking spaces. And, the City of West Sacramento has not lobbied for the courthouse nor have they been contacted by the state about locating it there.

These facts, stated by Kelly Quinn and Carol Richardson, dispel the parking structure fantasies spun by the City of Woodland. The city has publicly claimed it needs to build a $13 million parking garage for 668 spaces to keep the courthouse in Woodland and out of the hands of West Sacramento.

Quinn is a Senior Manager of Planning of the Office of Court Construction and Management, Judicial Council of California. Richardson is the Assistant City Manager of the City of West Sacramento.

In email correspondence on November 4, Quinn said, “The total project budget for this project is $172,940,000. The scope of the project includes a surface parking lot with 420 parking spaces. The project also includes secure parking for judicial officers at the basement level of the building.” She also indicated the state has no plans for a parking structure.

When asked if the state is expecting the City of Woodland to build a parking structure for the New Woodland Courthouse, Quinn replied, “Not at this time. The state has included funding for a surface parking lot.”

Tafoya wins college district seat


In Yolo County, incumbent Xavier Tafoya was the big vote-getter in the race for Yuba Community College District Governing Board Member Trustee for Area 3. Tafoya earned 8,197 votes (44.0%), Cirenio Rodriguez received 6,094 (32.7%) and Richard Kirkwood had 4,342 (23.3%).

In Colusa County, Rodriguez came out on top with 1,162 votes (39.03%). Kirkwood was second with 1,090 (36.61%), followed by Tafoya with 715 (24.02%). These tallies do not include the Vote-By-Mail Ballots received at polling places on election day.

Total for the two counties resulted in Tafoya winning the seat with 8,192 votes, Rodriquez with 7,256 and Kirkwood with 5,432.
